Executing Agency for ADB funded Project

The KSUDP involves the improvement, upgrading and expansion of existing urban infrastructure facilities and basic urban environmental services(water supply, sewerage and sanitation, urban drainage, solid waste management, and urban roads and transport) in five municipal corporations and 53 urban municipalities of the State of Kerala


Project Description

The Project involves the improvement, upgrading and expansion of existing urban infrastructure facilities and basic urban environmental services(water supply, sewerage and sanitation, urban drainage, solid waste management, and urban roads and transport) in five municipal corporations and 53 urban municipalities of the State of Kerala.The project also involves institutional strengthening and capacity building of state and municipal agencies in urban management and urban services provision, as well as poverty reduction initiatives developed through stakeholder participation. Such initiatives will finance community-based infrastructure, slum improvement, and other social programs for the poor and other vulnerable groups.


Impact and Outcome

The project is expected increase to the growth potential of the project cities and to reduce poverty. The expected outcome of the project is improved quality of life of the urban residents, including the poor and other disadvantaged people, and greatest productivity in the five project cities.


Cost Estimates

The total cost of the project, including physical and price contingencies is estimated at$316.1 million equivalent .The foreign exchange cost is estimated at$107.7 million (34%)and local currency cost at $208.4 million(66%).

Project Management

LSGD of Government of Kerala will be the Executing Agency of the poject and will be responsible for overall strategic guidance, technical supervision, and implementation of the project and for ensuring compliance with ADB's loan covenants.A state-level PMU, lead by a full time project director, will be responsible for overall implementation, monitoring and supervision, and will report directly to the secretary of LSGD.The project director will be assisted by threee deputy project directors (i) technical (ii) social and instituional development and (iii) finance.The PMU will be staffed by experts in urban planning, water and waste water engineering, urban roads and municipal engineering, procurement, environment, finance and accounting, social and community development, institutional development and law.A financial management assessment (FMA) was conducted, and weakness in the municipal corporations identified during FMA will be rectified by the project and two TA projects.                  

A state-level empowered committee (EC) will be set up within one month of loan effectiveness with full powers to decide on matters related to the project. The EC will comprise the state chief secretary, secretaries of LSGD, Finance, Planning, Water Resources, Minor Irrigation and Public Works; the executive director of Kudumbashree; mayors of project municipal corporations and the project director, as member secretary. After long effectiveness the EC will meet regularly to review project performance and decide on major issues, such as counterpart funding, implementation bottlenecks, land disputes, procurement and policy reforms.

Kozhikode is situated on the west coast of Kerala at Latitude 11°-15’ N and Longitude 75°-47’E. The city is 434 km to the north of Thiruvananthapuram, the State capital, and 215 km North of Kochi. The city is well connected by air, rail and road, and is approximately 678 km from the nearest metropolitan city, Chennai.

Kozhikode occupies a nodal position in the Malabar Coast and has an undisputed economic standing of its own being the trade centre for a large and resourceful hinterland. It is the market place of hill products like pepper, cardamom, etc. It also has large timber yards along the banks of the Kallai River.

State level Agency for JNNURM

  • Need for Jawaharlal Nehru National Urban Renewal Mission (JNNURM)

As per 2001 population census 285.35 million people reside in urban areas. It constitutes 27.8% of the total population of the country. In post-independence era while population of India has grown three times, the urban population has grown five times. The rising urban population has also given rise to increase in the number of urban poor. As per 2001 estimates, the slum population is estimated to be 61.8 million. The ever increasing number of slum dwellers causes tremendous pressure on urban basic services and infrastructure. In order to cope with massive problems that have emerged as a result of rapid urban growth, it has become imperative to draw up a coherent urbanization policy/strategy to implement projects in select cities on mission mode.

  • Mission Statement

               Reforms driven, fast track, planned development of identified cities with focus on efficiency in urban infrastructure/services delivery mechanism, community participation and accountability of Urban Local Bodies (ULBs)/Parastatals towards citizens.

  • Mission Strategy

1. Planned urban perspective frameworks for a period of 20-25 years (with 5 yearly updates) indicating policies, programmes and strategies of meeting fund requirements would be prepared by every identified city. This perspective plan would be followed by preparation of Development Plans integrating land use with services, urban transport and environment management for every five year plan period.

2. Cities/Urban Agglomerations / Parastatals will be required to prepare Detailed Project Reports for undertaking projects under identified areas.

3.Private Sector Participation in development, management and financing of Urban Infrastructure would be clearly delineated.

4. Funds for the identified cities would be released to the designated State Nodal Agency, which in turn would leverage, to the extent feasible, additional resources from the financial institutions/private sector/capital market.

5.Funds from Central and State Government will flow directly to the nodal agency designated by the State, as grant. The nodal agency will disburse central assistance to ULBs or para-statal agencies as the case may be, as soft loan or grant-cum-loan or grant.

6.A revolving fund will be created to meet the operation and maintenance costs of the assets created under the Mission.

  • Mission Objectives

a) Focused attention to integrated development of infrastructural services in the cities covered under the Mission.

b)  Secure effective linkages between asset creation and asset management so that the infrastructural services created in the cities are not only maintained efficiently but also become self-sustaining over time.
 
c) Ensure adequate investment of funds to fulfill deficiencies in the urban infrastructural services.

d) Planned development of identified cities including peri-urban areas, out growths, urban corridors, so that urbanization takes place in a dispersed manner.

e) Scale up delivery of civic amenities and provision of utilities with emphasis on universal access to urban poor.

f) To take up urban renewal programme, i.e., re-development of inner (old) cities area to reduce congestion
