The project also involves institutional strengthening and capacity building of state and municipal agencies in urban management and urban services provision, as well as poverty reduction initiatives developed through stakeholder participation. Such initiatives will finance community-based infrastructure, slum improvement, and other social programs for the poor and other vulnerable groups.

Impact and Outcome

The project is expected increase to the growth potential of the project cities and to reduce poverty. The expected outcome of the project is improved quality of life of the urban residents, including the poor and other disadvantaged people, and greatest productivity in the five project cities.

Cost Estimates

The total cost of the project, including physical and price contingencies is estimated at$316.1 million equivalent .The foreign exchange cost is estimated at$107.7 million (34%)and local currency cost at $208.4 million(66%).

Project Management

LSGD of Government of Kerala will be the Executing Agency of the poject and will be responsible for overall strategic guidance, technical supervision, and implementation of the project and for ensuring compliance with ADB's loan covenants.A state-level PMU, lead by a full time project director, will be responsible for overall implementation, monitoring and supervision, and will report directly to the secretary of LSGD.The project director will be assisted by threee deputy project directors (i) technical (ii) social and instituional development and (iii) finance.The PMU will be staffed by experts in urban planning, water and waste water engineering, urban roads and municipal engineering, procurement, environment, finance and accounting, social and community development, institutional development and law. A financial management assessment (FMA) was conducted, and weakness in the municipal corporations identified during FMA will be rectified by the project and two TA projects.                 

A state-level empowered committee (EC) formed  within one month of loan effectiveness with full powers to decide on matters related to the project. The EC will comprise the state chief secretary, secretaries of LSGD, Finance, Planning, Water Resources, Minor Irrigation and Public Works; the executive director of Kudumbashree; mayors of project municipal corporations and the project director as member secretary. After loan effectiveness the EC will meet regularly to review project performance and decide on major issues, such as counterpart funding, implementation bottlenecks, land disputes, procurement and policy reforms.
